当前，群体性事件呈上升趋势，行政问责制作为一项重要的责任追究制度被广泛运用于群体性事件并取得了一定的成效。然而，实践中也面临着一定的困境，即问责法制不完善、异体问责弱化，同体问责不强、权责划分不明，问责客体不清、问责官员的司法救济缺失，复出程序不透明等，在此基础上，指出完善群体性事件中行政问责制的对策，即明确问责主体，加强异体问责、明确问责的客体、拓宽问责范围、规范问责程序、完善官员问责的救济和复出机制，以期对行政问责制的进一步完善有所裨益。%Currently,mass incidents are happening increasingly .Administrative accountability as an important ac-countability system is widely applied in mass incidents ,which has made some achievements .However,in practice, still there are some difficulties , namely imperfect accountability legal system , weak allogeneic accountability , not strong collective accountability ,unknown power and responsibility division ,not clear accountability object ,the lack of judicial relief for the accountability officials ,not transparent return procedures ,and so on .On this basis ,counter-measures to improve the administrative accountability system in the mass incidents are put forward ,i.e.to clear the subject of accountability , strengthen the allogeneic accountability , clear the object of accountability , broaden the scope of accountability ,standardize accountability procedures ,and improve the relief and return mechanism of the official accountability to further perfect the administrative accountability system .
