基于安全文化视角的人因事故预防研究

         

摘要

如何进行有效的安全控制,找出事故成因是关键。与传统安全管理方式不同,目前在复杂社会技术系统中,安全不仅取决于自身技术水平,更取决于个人、组织和环境的协调程度;由此,安全文化作为组织因素和社会因素的关键表征,逐渐深入安全控制研究视野,组织错误分析成为安全管理研究的新动向。组织内部的刚性化管理有其合理性的一面,但它存在着人文因素的缺失;而且组织管理中存在着诸多不良安全文化因素对系统安全的负面影响。因此,安全文化优化与改善是本质安全管理体系的最根本问题,至少包括如下改进措施:企业管理层安全理念培训与深化、“生命至上”的核心安全理念树立、正向激励和柔性安全管理体系和机制完善等。%It’ s crucial that how to make effective safety controls to identify the causes of accident.Currently in the complex socio-technical system, unlike the traditional safety management, safety depends not only on people’ s technical level, but also depends on the degree of coordination of individuals, organizations and the environment;thus, as the critical characterization of organizational and social factors, safety culture gradually permeates the research vision of security control, organizational error analysis has become the new trend of safety management study.Rigid management within the organization has its rational side, but there are the missing human factors;and there are many adverse factors of safety culture in organizational management that has negative impact on system safety.Therefore, optimization and improvement of safety culture is the most fundamental issue of the nature of the safety management system, including at least the following improve-ments: the training and deepening of the safety concept of enterprise management, the establishment of core security concepts of"life comes first", positive incentives and flexible safety management system and mecha-nism perfection.
