公民社会视域中的中国地方政府管理创新研究

摘要

The establishment of civil society is not only the basic trend of the social and political development in modern China, but the realistic need of Chinese consolidated mainstream ideology. All citizens enjoying the freedom, e-quality and democratic participation right is the value goal of civil society, and the construction of civil society must be carried out in the premise of accurate grasp of the civil society concept and value target. Transforming the government function and building legal government and service-oriented government are the objective requirements of promoting the modernization of national governance system and management ability, and the construction of civil society have a huge im-pact on the local government management innovation. With the progress of the construction of civil society and the devel-opment of the local government management innovation ability, we can foresee that mass incident occurs frequently in re-cent years will be effectively improved.%建立公民社会是中国现代社会政治发展的基本趋势，也是巩固中国主流意识形态的现实需要。所有公民享有自由、平等和民主参与的权利是公民社会的价值目标，进行公民社会的建设必须在准确把握公民社会概念和价值目标的前提下进行。切实转变政府职能，建设法治政府和服务型政府，是促进国家治理体系和治理能力现代化的客观要求，公民社会的建设对地方政府管理创新影响巨大。随着公民社会建设的推进，地方政府管理创新能力的提高，近年来频繁发生群体性事件的现象将会得到有效改善。
