地方实施师范生免费教育政策的基本模式探析

Theoutlineonnationalmediumandlong-termeducationreformanddevelopment (2010—2020) has been put forward to promote free normal education, perfect the system of policies, and attract and cultivate excellent teachers. Through the analysis of the current four policy modes implemented by local governments—teach in rural schools and get tuition refund, free normal education, directional free normal education, and the dual-track system, this thesis expounds the implementation backgrounds, achievements and problems of each policy as well as puts forward some countermeasures to perfect each policy model.%《国家中长期教育改革和发展纲要(2010—2020年)》提出积极推进师范生免费教育，完善制度政策，吸引和培养优秀教师。通过分析当前地方实施的四种政策模式———农村从教上岗退费政策、免费师范生政策、定向免费师范生政策及免费和定向免费师范生“双轨制”政策，阐释各种政策模式实施的背景、成效、问题，并提出完善四种政策模式的对策与建议。
