技术增强的智慧学习要义及实施*--访联合国教科文组织教育信息技术研究所主席曼苏尔·阿瓦尔

     

摘要

Professor Mansoor Al Awar, a chancellor of Hamdan Bin Mohammed Smart University and an academician of the International Academy for Quality (IAQ), is the first Arab scholar to attain membership and chairmanship of the UNESCO IITE Governing Board, the first e-learning institution specialized in Total Quality Management in the world. He has been approved as an international statistical expert and an online learning expert. The UNESCO Institute for Information Technologies in Education was established as an integral part of UNESCO by the General Conference of UNESCO at its 29th session (November 1997 ).The Institute is administered by a Governing Board, which consists of eleven members appointed by the Director-General of UNESCO. The Board determines the general policy of the Institute and approves the programme of IITE activities at its annual meetings. The main objects of IITE is helping the member states improve the ability of the application of ICTs in education. UNESCO ’s vision of ICTs in education is to achieve an inclusive education without boundaries supported by technology and to attain a knowledge society and popularize quality education for all. As set forth in the Statutes of the Institute, the mission of IITE is to serve as a center of excellence and the provider of expertise in the application of ICTs in education and training, to disseminate knowledge and best practices in the application of ICTs in education, and to work with partners to develop and/or adapt strategies to use ICTs in education and training programmes at home and abroad. Since professor Mansoor Al Awar has been appointed as head of the Governing Board of the UNESCO Institute for Information Technologies in Education (IITE), he has been devoted to the application of ICTs in education and learning and improving the IITE’s popularity and effectiveness. His efforts of promoting smart learning development in the world facilitate the aim of education for all. For this reason, our publication organized a special group of Chinese scholars to conduct dialogues with professor Mansoor Al Awar on the topics of technology-enhanced education of higher education, smart university, smart education, teachersˊtraining and etc.%曼苏尔·阿瓦尔(Mansoor AI Awar)教授是第一位加入联合国教科文组织主席团的阿拉伯学者、阿拉伯哈姆·本·默罕默德数字化大学校长、国际学术质量认证协会成员、著名的国际统计学专家和网络学习领域专家。他任主席的联合国教科文组织教育信息化研究所 UNESCO IITE (The UNESCO Institute for Information Technologies in Education)是联合国教科文组织专门为教育设立的下属机构,成立于1997年,由11位董事会成员组成,由董事会制定机构的相关政策和行动计划,其主旨是帮助成员国国家提升信息技术运用于教育的能力。IITE的目标是创建一个技术支撑的无边界的、更具包容性的教育,为实现知识型社会和普及优质全民教育而努力。IITE致力于成为教育信息化领域内为各国和地区提供优秀专家知识库和最佳实践案例的国际专业知识和资源中心,将其最新实践在全球范围内进行广泛地传播和运用,合作开展国际领域教育信息化培训项目等。曼苏尔·阿瓦尔教授被任命为IITE主席以来,一直致力于开展技术增强的教育和学习,提高组织的知名度和影响力;主推的智慧大学项目极大地加快了全民教育的步伐。恰值联合国教科文组织与中国政府共同举办的首届国际教育信息化大会期间,本刊特组织国内的学者针对技术增强的高等教育、智慧大学、智慧学习形式、教师培训等话题与曼苏尔·阿瓦尔教授展开了交流与对话。
