教育公平视域下普通高中贫困生资助的获得--基于西林县的调查

     

摘要

通过采用等距抽样方式对广西西林县293个样本对象获得资助的影响因素进行经验性分析研究,发现:学生的年级、成绩与获得资助正相关,对资助政策信息的知晓程度也与获得资助正相关。这表明了学业成就表现优秀、家庭经济困难的高年级学生更容易获得资助资源,对资助政策理解越透彻越容易获得资助资源。建议加大对普通高中特别是贫困地区、民族地区普通高中的转移支付力度,细化贫困生认定的标准,降低资助政策的交易费用;建立激励机制,促进社会力量参与贫困生资助,弥补财政性教育经费不足,实现更广泛的教育公平。%This essay utilizes systematic sampling to give an empirical analysis on 293 samples object in Xilin,Guangxi province about influencing factors of poor students funding.Survey shows that the individual characteristics of the students’grades and scores,as well as the extent of knowing the sub-sidy policy information are positively correlated with gaining funding.But the family backgrounds, such as family economic conditions and parents education level,are negatively correlated with obtai-ning funding.This indicates that the higher grades students who have outstanding academic achieve-ments and economically disadvantaged families,have easier access to funding resources.Besides,the better these students can understand subsidy policy,the easier they can get funding resources.The policy implication is that we should increase the efforts of transfer payments on ordinary high school, especially in poor and ethnic minority areas,refine the standards of identifying the poor students,re-duce the transaction costs of the subsidy policy,set up an incentive system,promote social forces to participate the poor students funding,make up for insufficient education budget and finally achieve a broader equality in education.
