能源项目组合管理流程化体系的构建

         

摘要

China is the world’s second largest energy consumer .With a strong development of nu-clear energy ,hydrogen ,wind ,solar and other sustainable new energies ,power enterprises simul-taneously manage an increasing number of energy projects .But the efficiency of management is too low and energy waste is so serious that need impending solution .To solve this problem ,with the current development of energy projects ,portfolio management is adopted to construct such management process system ,which consists of five parts :classification and identification ,portfo-lio evaluation and selection ,portfolio optimization and sorting ,portfolio balance ,and assessment and control of energy project .This system shall change the traditional bottom_up management of single energy project into an efficient top_down management of several energy projects based on corporate and national energy strategy .It alleviates the complexity of management of energy pro-jects ,optimizes resources ,increases energy project revenues ,enhances the competitiveness of en-terprises ,and practically ,provides a strong support for the management of energy projects .%  我国是世界第二大能源消费国,随着核能、氢能、风能、太阳能等多种可持续利用新能源的大力开发,电力企业同时管理的能源项目越来越多,但管理效率过低,能源浪费现象十分严重。为解决这一问题,结合当前能源项目发展情况,采用项目组合管理方法构建了能源项目组合管理流程化体系,包含五大部分:能源项目分类与识别,评估与选择,组合优选排序,组合平衡及评审与控制。此体系改变了传统的自下而上的对单个能源项目进行管理的方式,以企业和国家能源战略为依据,自上而下地对多个能源项目进行高效的组合管理,解决了能源项目管理复杂的困扰,优化资源配置,提高能源项目收益,提升企业的竞争优势,为实践中我国能源项目管理提供了有力支持。
