省域外出务工农民技能培训效率的非均衡性研究

摘要

本文运用 DEA 模型，对湖北省16个市州外出务工农民技能培训效率进行了实证分析。研究发现，湖北省各市州政府和社会力量对外出务工农民技能培训的投入在改善外出务工农民技能、促进就业等方面发挥了积极作用。与此同时，湖北省外出务工农民技能培训也存在供给不足、培训总体上缺乏效率，各市州农民工技能培训效率不均衡等问题。为此，建议以政府为主导发展配套职业技能培训机构；制定促进竞争的政策；规范引导以企业为主导的人才开发体系，以促进省域内劳动力的素质提升；继续培育和发展传统产业以促进农村剩余劳动力的转移；建立创业培训、引导机制。%In this article,the DEA model is used to analyzes the efficiency of vocational training for peasants working out of home in 16 cities of Hubei province. Research find that vocational training for peasants working out of home is inefficiency on the whole,however,the input from government and social forces played positive role in vocational training for peasants working out of home in 16 cities. The supply of vocational training is shortage in Hubei province. As a result, following measures should be considered, such as: promoting the construction of vocational-technical training school with the dominance of government, formulating policy and measures to promote competition,regulating the talent development system with the dominance of government to improve the quality of talent in provincial domain,promoting the cultivation and development of traditional industrial to transfer rural surplus labor forces.
