论教育政策的文化涉入

     

摘要

随着我国经济、社会的发展和教育改革日益复杂,教育民主化进程使不同文化群体享有同等受教育机会,文化因素在教育政策活动中的影响越来越突出,也使文化的政策涉入成为必然。因涉入方式不同,文化潜移默化影响教育政策制定者、执行者、评估者、政策对象的价值观和践行方式,形成对教育政策不同的关注度和执行效果,继而影响教育政策实施。教育政策应充分观照教育活动主体———人的文化背景及由此而形成的价值取向与行为方式,观照文化涉入教育政策的价值,提升我国教育政策实施成效。%With the development of economy and society and the future reform of education,education democratization process creates opportunities for different cultural groups to have equal education.The increasing impact of cultural factors in the education policy makes the culture involvement inevitable.Due to its varied ways of involvement, culture exerts gradual influence on the values and practical way of education policy makers, executives, evaluators and policy obj ects, leading to various degrees of attentions paid to education policy and different executive effects, which then in turn influences the implementation of the education policy.Education policy should take into account the subj ects of education activities— individual cultural background and their value orientation and behavior patterns.The effect of educational policy implementation should be improved by laying emphasis on the value of culture involvement.
