区域义务教育信息化发展指数及区域差异研究*--基于2014、2015东部G市教育信息化数据分析

     

摘要

缩小教育信息化发展差距是区域教育资源优化配置的关键,是实现教育公平发展的必由之路。该文从基础设施、应用服务和保障机制三大维度出发,采用综合指数法计算出2014、2015两年东部G市9区教育信息化综合发展水平,并通过对比分析其区域差异系数、麦克伦指数和沃斯特根指数在两年间的变化情况,探寻影响全市及各区县教育信息化发展差异的关键点。分析发现,目前G市教育信息化整体发展水平较高,但从面向课堂教学的情况来看,缺少行之有效的信息技术与教学融合的规模化应用范例,且后位区县间机制保障存在着较大差异性。通过面向该市两年的实证研究发现,利用区域教育信息化评估机制,持续跟踪区县层面教育信息化发展情况,量化分析影响区县教育信息化发展的关键因素,是探寻缩小区域教育信息化发展水平的有效路径。%Narrowing the development gap of ICT in education is the key to allocate regional educational resources optimally, and it is the only way to achieve equitable development of education. Based on the three dimensions including infrastructure construction、application service and guarantee mechanism, this paper uses Comprehensive Index Method to calculate the development level of ICT in education in 9 counties from G city in 2014 and 2015. By comparative analyzing the Difference Coefifcient, McLoone Index and Verstegen Index in the two years, this paper explores the key point to affect the regional difference of ICT in education in G city. It ifnds that the development of ICT in education has reached a high level in G City, but form the perspective of teaching in classroom, the scale application cases about the integration of ICT and teaching are needed. Besides, the disparities of guarantee mechanism between disadvantaged counties became obvious. The paper educed from the two years empirical study that the continuous assessment of regional development situation by evaluation mechanism and quantitative analysis of the key inlfuence factors are effective solution to bridge the development the regional gap of ICT in education.
