新公共管理视角下的欧洲高等教育治理变革

摘要

高等教育治理模式由政府干预、社会参与、学术自治、行政自治和市场竞争五个维度构成，彼此之间并非此消彼长，而是一种“非零和博弈”的关系。对英国、荷兰、奥地利和德国的高等教育治理变革在上述五个维度上的分析表明，欧洲整个高等教育治理模式正在从传统的大陆模式逐渐转向标准的新公共管理模式，但各国的变革程度并不一样，且学术力量仍然在其中扮演关键角色。%The governance model of higher education is composed of five dimensions,namely,government intervention,social participation,academic autonomy,administrative autonomy and market competition,which are in a relation of non-zero-sum game.rather than one of ebb and flow.A five-dimensional analysis of higher education governance reforms in the UK,Holland, Austria and German indicates that the overall governance of higher education in Europe is transforming from the traditional conti-nental model to the standard of new public management model.However,they vary in degree from country to country,and aca-demic forces still play a key role in them.
