精准扶贫视野下农村留守儿童的权益保障

摘要

针对农村留守儿童的精准扶贫应以权益保障为基础.留守儿童的权益保障分为三个层次:防止监护缺失和校园欺凌、完善法律和政策、帮助留守儿童克服代际贫困.《关于加强农村留守儿童关爱保护工作的意见》的落实需要关注这三个层次权益保障的实现.针对留守儿童父母监护缺失、校园安全堪忧的实际,关爱留守儿童要把《未成年保护法》中的"学校保护"义务落实到位.需要高度重视农村中小学和职业技术学校的建设,同时提高寄宿制学校的教育和管理质量,使之成为留守儿童的"励志之家",通过教育使其最终摆脱贫困.%The targeted poverty alleviation for rural left-behind children should be grounded as the protection of their rights and interests.Such protections cover three levels, preventing the less-supervision and school bullying, improving laws and policies in the field, and helping them overcome intergenerational poverty, which can realize the guarantee for rights and interests under the implementation of The Suggestions on Enhancing the Protection for Caring Rural Left-behind Children.In view of the deficiency of parents' supervision and worrying school security, the children could be concerned with the priority of carrying out the duty of "school protection" regulated in The Law of the Protection of Juveniles.We need to attach great importance to the building of rural primary and secondary schools and occupation technical schools, while improving the boarding school education and management quality, and upgrade them to the "inspirational home" for left-behind children who eventually are expected to relieve themselves from poverty through education.
