Hi from America: The strategic rhetoric of public diplomacy.

This critical cultural study analyzes U.S. public diplomacy efforts in the Middle East and Muslim world from 2001 to 2006. These programs employ Western mass media and culture to acquire an audience and to manage America's image in the region---a postcolonial deployment of soft power. While often perceived as low-risk persuasion, these methods can be more thoroughly understood as cultural imperialism or propaganda, as their success requires a furtive manipulation of their audience to serve political goals. Public diplomacy is essential to the battle for "hearts and minds;" however, where these efforts fail to persuade, they risk broadening the divides they are meant to bridge. In this study, I first provide a historical context for current public diplomacy programs; then, I use postcolonial theory and other methods of analysis to broaden our understanding of the programs, their language, and their circumstances.
