Under the control of preexisting higher education management paradigm, the higher education management has been trapped in a deadlock. The generative higher education management paradigm which surpassed the preexisting paradigm has the characteristics of dynamic development, real democracy and value embedded relations. For the efficiency and educational ethics of higher education, it has important significance in practice.
