Because of the flourishing on computer network and information technology, the teaching model has changed from traditional methods and materials to computer assisted. Through the lively multimedia presentation and a variety of functions, the multimedia teaching tools reinforce the effect on learning to achieve effectiveness of teaching more with less. Whether the learning mechanism which use of a large number of multimedia teaching tools can make learners to achieve barrier-free, zero-stress state of the most effective learning? This study proposed building a model by means of "Incomplete Linguistic Preference Relations" theory (InlinPreRa), when educators choose a number of multimedia teaching tools; they not only can predict the best choice based on the object standards amongst multiple criteria and alternatives, but can avoid making rough decisions because of time pressure, lacking of complete information or professional knowledge.
