In the researches of E-learning, we hold the view that the innovations of learning methods, rather than technologies, should be our orientation and that learning technology has not only intensified studies but also led to profound changes in the nature of learning. This paper will discuss the conception of the Network-based Community Interactive Learning (NCIL), its approaches and characteristics. Then, we will introduce and establish the students' model of NCIL.
