This study used a structural equation model to investigate the relationship between teachers' ICT competency and the usage of ICT in teaching practice. We constructed the research instrument mainly based on the standard of teacher's ability of applying ICT in elementary and secondary schools published by the Chinese MOE. The survey method was used to collect the data from 414 elementary and secondary teachers randomly. Further analysis based on structural equation modeling showed that the teachers' ICT competency (technology literacy, preparation & organization skill, assessment & diagnosis skill) significantly linked to the usage of ICT in teaching practice. In addition, the teachers' ICT preparation & organization skill has the greatest impact among the factors.
