The academic education system confronts major challenges to graduate high quality students. Therefore, schools started to implement assessment tools to measure the level of the students, faculty, and teaching methodologies in America. However, the current education system in China is sufficient to graduate students with knowledge in their program of studies. The equipment and technology provided for students are superior. Large number of students in classes are challenged and tested to pass their exams. The current system emphasizes on memorization of the subject matter. Little or no attention is devoted to enhance students' critical thinking. In this paper, a novel institutional effectiveness assessment collaboration study based critical thinking approach is presented. This study is a result of collaboration educational plan developed by three schools in America and China.
