Based on considering the training process for the colleges students and the transaction laws of Innovative Talents, we think that the study on the law of college students growing for innovation talents should be divided into two phases: one is the law of college students growing for innovation talents at school; Another is the law of college graduates growing for the innovative talents. In point of view based on training process, the law of college students growing for innovative talents should be good undergraduate education, solid postgraduate education, multi-compound higher education, study abroad, and good educational environment; Perspective from the training content, the law of college students growing for innovative talents should be set to effectively develop quality programs, taking into account the coordinated development, focusing on innovative personality formation; From the perspective based on society in the future, the law of college students growing for the innovative talents should be that students after graduation have a positive belief in the ideal personality, constantly improve their comprehensive knowledge skills and scientific literacy, be provided a good environment with scientific software and hardware.
