From a historical perspective, we can identify the stages of pedagogy evolution in the premodern, modern and contemporary age. The education reform suggests a qualitative change, supported at the level of education policy, to be elaborated on the basis of a pedagogical conception validated by the community. At the normative and axiological level, the education reform is properly designed, organized and conducted if it is based on a thoroughly developed education policy, in line with the concepts and principles of pedagogy, as a science specializing in the study of education.
