Entrepreneurs are enterprises operators that coordinate rare resources and make decisive decisions in uncertain surroundings. Appropriate motivation system is the necessary condition for entrepreneurs' human resource standing out continuously. Currently, the situation of the motivation system of domestic state-owned enterprises is as follows: low payment, unitary motivation manner and the operators' enthusiasm not fully arisen. It is necessary that the operators' motivation system be innovated. On the one hand, the motivation manner mainly relying on payment should be shifted to relying on payment, rein and fame with equal attention to. On the other hand, the number of payment motivation needs improving and the manner of payment improving needs perfecting.
