A work situation analysis system that comprises a communication device and a processing device. The communication device acquires imaging data that captures the work situation of a worker. The processing device has a work estimation model built by machine learning using still images of the work of workers and the work represented by the still images as training data. The processing device inputs still images based on the imaging data into the work estimation model to estimate the work represented by each of the still images and creates first work estimation data that is a time series of the work estimation results. The processing device creates second work estimation data by correcting the estimation results of the first work estimation data such that estimation results for the same work are continuous. The processing device estimates the order of the work on the basis of the second work estimation data. The processing device determines whether the order of the work performed by the worker is appropriate.
