This construction plan creation system includes: a storage unit that stores language indicating a point in terms of construction or language indicating a point in terms of safety for each type of task; and a screen creation unit that, upon an instruction to input a construction point and/or a safety point in a construction plan, generates a first screen for displaying, in a selectable manner, the language indicating a point in terms of construction and/or the language indicating a point in terms of safety for each type of task stored in the storage unit, and upon the selection of one of the task types among the language indicating a point in terms of construction and/or the language indicating a point in terms of safety for each type of task, generates a second screen for inputting and displaying, to a construction point region and/or a safety point region in the construction plan, the language indicating a point in terms of construction and/or the language indicating a point in terms of safety for the selected task type.
