PURPOSE:To stabilize the discharge property and to reduce the generated arc energy by sealing a gap device in an insulator main body by using a linking pipe to link the inside of the gap device and the outer air, and after that, keeping the air pressure in the gap device at a specific value. CONSTITUTION:A linking pipe 37 is furnished penetrating a cap 36b of a gap device which is composed by providing caps 35a and 36b at both opening ends of a cylindrical insulating spacer 35, and the gap device is buried in the recess of an insulator main body with a glass frit on condition that the tip 37a of the linking pipe 37 projects from the glass frit. After the tip 37a projecting from the frit glass is smashed, the unit is welded in TIG while keeping the temperature therein at a specific value. The air pressure in the gap device is maintained at a specific value a little higher than the atmospheric pressure. In such a way, the discharge gap G can be made at a normal value, the energy of the generated arc is made small, and the discharge property is stabilized.
