PURPOSE:To optimize the operation timing of an instructing device to instruct the input of a fingerprint by image-picking up the light corresponding to the fingerprint reflected from fingers with the image pickup device and displaying the fingerprint picture outputted from the image pickup device with a displaying device. CONSTITUTION:When an IC card 43 is inserted into an IC card reading-writing device 44 and a code number is inputted by a ten-key 35b, the comparison with the code number stored in the IC card 43 and the code number is executed. As the result, at the time of the coincidence, the guidance of fingerprint collation is displayed at a first displaying part 36, and when a finger is abutted on the surface of a prism 37 in accordance with it, a light source 40 lights up, a fingerprint is image-picked up on the surface of the prism 37 by a camera 41. Then, while the picture of a second displaying part 38 is visually observed, the optimum condition is confirmed, a switch 39 is operated, and thus, the fingerprint picture is A/D converted 45, converted to a digital signal and stored into a picture memory 46. The picture of the memory 46 and the fingerprint picture stored in the card 43 are compared and surely, a fingerprint collating processing is executed.
