A water-stopping agent for optical or electric cables, a water-stopping method using same, and a water-stopping tape containing same are disclosed. The water-stopping agent comprises a crosslinked polymer containing at least 0.5 mg equivalent/g sulfonic acid group or its salt and at least 1.0 mg equivalent/g ionizable group. The water-stopping tape is obtained by fixing the water-stopping agent on the surface of film or sheet with an organic polymer binder. The water-stopping process comprises filling the water-stopping agent or tape in a sheath of cable.
