The arrangement has a rudder blade (1), which is turnable about its vertical axis, and additionally turnable/pivoted about its horizontal axis. With central position of the steering system, the horizontal axis is located parallel to the longitudinal axis of the craft. The blade is pivoted about the longitudinal craft axis, and its own vertical axis, by a rotary body with spur gear. Two steering wheels are located inside each other, to control pivot and steering movements. The wheels can be locked inside each other. The inner shaft extends to the steering wheel, the outer tube is actuated by an additional turning/pivot device. USE/ADVANTAGE - Easier handling of craft, and improved manoeuvrability
