PURPOSE:To eliminate the need of heating means and consequently stabilize the quality of a composite panel by a method wherein low temperature type expandable synthetic resin stock, the temperatures to start the expansion and to complete the hardening of which are specified, is discharged onto the surface of a rear surface material, which opposes to the trough-like recessed part of a metal formed sheet, so as to expand during its pinchingly shifting with heat resisting conveyers in order to cut off a resultant assembly at the time, when the hardening of the resin stock is completed. CONSTITUTION:A metal sheet A is formed through a delivery part 1, a looper 3 and an embossing device 4, passed through a group of forming rolls 6 and preheated in a preheating device 7 up to 20 deg.C or higher. A rear surface material C is heated up to 50-80 deg.C with a heating device 8'. Before the metal formed sheet A, which is heated up to 20 deg.C or higher, and the rear surface material C cover the trough-like recesses part of the metal formed sheet A, a mixer-discharger 9 discharges low temperature type expandable synthetic resin stock B, the temperature to the expansion of which is 20-30 deg.C and the temperature to complete the hardening of which is 30-70 deg.C, into the trough-like recessed part. Two vertical sets of heat resisting conveyers 10 pinch the metal sheet A and the rear surface material C so as to complete the expansion and hardening of resin during their shifting. The resultant laminated member left the conveyers 10 is cut off with a cutter 11 in order to obtain a panel.
