PROBLEM TO BE SOLVED: To provide a method for directly detecting that red or black water has been produced in a piping network and a method for establishing a method of operating a water distribution monitor, after the detection. ;SOLUTION: A distributed water quality monitor includes, for the purpose of monitoring water quality at a water distributing facility, a detecting part 1 having a water quality sensor; a converter part 2 which performs arithmetic processing on a water quality sensor signal, measured by the detecting part and which outputs a measurement signal; and a sequencer 3 which effects system operation of the entire water distribution monitor, such as preserving all of water quality measuring instruments, managing measurements, and transferring data. A water distribution monitor operating method comprises using the converter part 2 to determine whether or not red or black water requirements are met when the detecting part 1 detects red or black water, and if the requirements are met, causing the converter part 2 to output a measurement signal and an alarm signal to the sequencer 3; if the requirements are not met, the converter part 2 outputs only the measurement signal, and if no alarm signal is output, the sequencer 3 continues normal operation; if the alarm signal is output, the sequencer 3 temporarily stops the normal operation and takes measures, such as washing operation.;COPYRIGHT: (C)1997,JPO
