A wiping material dispenser apparatus including at least one braking device (12) for braking a material feed roll (B), said device being linked to the operating cycle of the apparatus in which the drum (4) rotates through 360° to dispense a length of material. Said braking device is arranged next to one side of the drum and hingedly connected to the housing (2), while being directly linked to the rotating or stationary drum so that, depending on whether or not the apparatus is in operation, it brakingly engages at least one side (B1) of the roll (B), or releases said roll to enable it to rotate through 360°. The operation or release of the braking device is controlled by the user pulling on the strip of material at the outlet of the apparatus.
