PURPOSE: To surely prevent fill-up ground from swelling to obtain a surely filled soil condition and form a banking body mixed with light materials, when charging light materials in a solidifying base material in a dispersed condition. ;CONSTITUTION: A solidifying base material 11 having high fluidity and high water content ratio like sludge and silt, etc., is formed in a mixer. The first solidifying base material 11' with a specified thickness is formed in a frame form 10 on a foundation ground 1 through a hose 8. Then, light material pieces 6 are dispersed on the solidifying base material 11' by a belt conveyor to mix the light material in the solidifying base material so as to be buried before the solidifying material starts curing and caught by the cured solidified material to hold it. Then again, the solidifying base material 11' of the second layer is lined by a specified thickness. Next, the light materials 6' are dispersed by the beltconveyor so as to be caught by the second solidifying base material. These processes are repeated to catch the light material 6' in the solidfying base material without floating up so as to enclose the light material.
