PROBLEM TO BE SOLVED: To prevent transmission reception of undesired data to/from a network by aborting transmission data from an operating system(OS) when a data communication device initializing end flag is cleared in the case that the OS makes a data transmission request. SOLUTION: In the case that the OS makes a data transmission request, when a data communication device initializing end flag is cleared, transmission data from the OS are aborted and data are not sent to a data communication path. For example, an Ethernet interface device 1602 receives data from a network in a network personal computer 1600 and data are transferred to an RS-232C, and a device driver transmits the received data from the RS-232C to the OS. In this case, before acquisition of an Ethernet address, when a transmission request is made from the OS, since the test driver initializing end flag is cleared at that point of time, the transmission request from the OS is aborted.
