PROBLEM TO BE SOLVED: To prevent decrease in decoloration ratio even if decoloration and regeneration are repeated and to reduce quantity of a washing water to be used in a regeneration process by combining a regeneration process by an ozone water and a regeneration process by an alkali solution. ;SOLUTION: A polyacrylonitrile based activated carbon fiber is packed into a glass column.
