PROBLEM TO BE SOLVED: To deposit a smooth titanium dioxide film of a very thin thickness of tens nm on a metal substrate, and to obtain a substrate with the titanium dioxide film having high photocatalytic property deposited thereon. SOLUTION: The titanium dioxide film is deposited on the metal substrate by using a laser aberration film deposition method. More specifically, the titanium dioxide film having high photocatalytic property is deposited on the metal substrate by irradiating titanium dioxide with the laser under the low-pressure oxygen atmosphere. The substrate material with the titanium dioxide film having high photocatalytic property deposited thereon is obtained by depositing titanium dioxide film on various kinds of metal substrates, and evaluating the photocatalytic property.
