PROBLEM TO BE SOLVED: To obtain fine particles by coating fine particles with oxide monodisperse super thin films to produce the dispersion having good adhesivity and not causing coagulation, further forming an easily decomposable film-forming material with plasma to produce the double layers comprising different oxides in a short time, and simultaneously imparting heat resistance, oxidation resistance, color developability, flowability and mechanical strengths to the fine particles, and to provide a cosmetic formulated with the fine particles coated with the oxide monodisperse super thin films.;SOLUTION: In order to singly disperse fine particles, 0.5 to 5 nm-thick silica super thin films are formed on the surfaces of the fine particles, and opposite potentials are generated between the fine particles with the potential of the surface electric charge of the silica to exhibit the monodisperse effect. While pseudo-coagulated particles are sequentially blasted and monodiseprsed with ultrasonic phone, a high energy of 6 to 25 eV is supplied to a film- forming material by the irradiation of plasma to raise oxide molecules to a high level. On a material apt to be easily damaged by water or moisture, a multi-layered thin film is formed in a strictly controlled environment to lower the elusion of ions to the lower limit.
