PROBLEM TO BE SOLVED: To provide a countermeasure director absence avoiding system capable of surely and quickly placing a countermeasure director when a situation such as a disaster requiring emergency countermeasure occurs.;SOLUTION: This countermeasure director absence avoiding system is composed of a user terminal 1 and a countermeasure state monitoring means 3 mutually connected by a telecommunication line 2. The countermeasure state monitoring means 3 side registers information in a user information registering means 13 when receiving the disaster occurrence information from an event occurrence means 12, and reports the effect of causing the disaster for the user terminal 1 of a plurality of countermeasure directors related to this disaster, and determines the countermeasure directors by order of its responsibility from a user responding in a prescribed time. This determined countermeasure director can indicate a countermeasure via the countermeasure state monitoring means 3, and can appoint a superordinate responsible person communicated later as the countermeasure director.;COPYRIGHT: (C)2003,JPO
