A design component transmission managing unit(106) executes a transmission management control process for a cooperation design process by a plurality of designers on a network. A multimedia design processing unit(107) executes a multimedia software design process. A virtual reality design processing unit(108) executes a virtual reality control process for a software design process on a virtual reality environment. A transformation process for supporting a forward and reverse engineering of a design stage and a program code implementation stage is executed.
