The secure bolt has an outer (91) and an inner (92) bore in the head (5). One of these is eccentric with respect to the axis of the bolt. A tool of corresponding shape is inserted into the head to tighten or loosen the bolt. An Independent claim is included for a tool for fastening and loosening the bolt.
