PROBLEM TO BE SOLVED: To provide an inundation preventing device unified with a shutter door for obtaining a function to prevent flood or tidal waves from coming into a building.;SOLUTION: A frame member (1) grips a waterproofing panel (2) and a thick pressing board (3) is mounted on the frame member (1). A flat water stop plate (4) having a round dent is tightly fit to the frame member (1), and a guiding trapezoidal member (5) is tightly fit to the frame member (1). A floor-placed polymorphic member (7) is provided with a chevron-shaped channel (8) and a half-circular groove (9) is provided on the top of the chevron-shaped channel (8). A round bar (10) is inserted into the half-circular groove (9). The half-circular groove (9) is formed at the rear end of the back of a water-pressure resistant thick board (11) and the round bar (10) is fit between the grooves. A reverse trapezoidal-shaped member (13) for receiving water pressure and a thick pressing board member (14) are tightly fit to the lower end of a prop member (12) of a foldable housing type.
