The bypass ATM connection setting section 23 uses a routing management section 22 to transmit a VPI and a VCI, whose route is other than that set with the current ATM connection 41 and that can set to a route 40 leading to a transmission reception station 20 to set bypass object ATM connections 42a, 42b to a transmission reception station 20b-1.
