PPROBLEM TO BE SOLVED: To provide an arrangement device and a method which enables the extremely rapid and efficient conveyance of a tobacco, and enables the rapid constitution of at least two extremely uniform tobacco continuous bodies. PSOLUTION: This arrangement device is equipped with feeding means 37, 38, 39, 40, 40', 41, 41', 42 and 42' for transferring the especially mixed and well-selected tobaccos onto at least two flow surfaces 44 and 44' for being guided to at least one suction continuous body conveyor 50 and at least one suction continuous body conveyor 50'; and the feeding means 37, 38, 39, 40, 40', 41, 41', 42 and 42', which include at least two retention vertical holes 40 and 40', are arranged on front and rear sides in such a manner as to cross the conveyance direction 91 of the conveyors 50 and 50'.
