A method for manipulating a large number of created quantum dots in a size on a percent order or smaller required when the quantum dots are optically used and a quantum dot creating/manipulating device are disclosed. In a quantum dot creating/manipulating device (1) containing superfluid helium (7), a laser beam (4a) for dot creation is applied to a solid body (3) to create quantum dots, and a laser beam (5a) for dot manipulation is applied to the created quantum dots to manipulate them.
