PROBLEM TO BE SOLVED: To efficiently detect and correct rotated/sheared deformation to be the handwriting deformation of a handwritten character by utilizing statistically obtained general deformation inclinations or personal deformation inclinations. ;SOLUTION: A character normalizing means 3 includes a rotated/sheared deformation detecting part 32 for calculating parameters necessary for correcting the rotated deformation and sheared deformation of characters based on data indicating the inclination of the deformed degree of rotated/sheared deformation. The inclination of the deformed degree of the rotated/sheared deformation is at least one of a general inclination indicating the deformed degree of rotated/sheared deformation which is statistically obtained from plural characters written by many unspecified writers and a personal, inclination indicating the deformed degree of personal rotated/sheared deformation obtained from plural characters written by a certain person and these inclinations are stored in a storage part 31. The normalizing device is also provided with a character deformation correcting part 33 for correcting the deformation of each character by using various obtained parameters and an output means 4 for outputting each corrected character.;COPYRIGHT: (C)2000,JPO
