An illuminating apparatus is provided to prevent an instrument panel from being damaged due to heat by using an LED illuminating member in order to reduce the heat generation amount during a lighting process. An illuminating apparatus comprises two LED illuminating member(110) including LED lamps(111) around the inner peripheral surface of an instrument panel(210). A diffusion plate(120) for uniformly diffusing irradiated light is installed at the LED illuminating member. A power supply(130) is connected to the LED illuminating member(110) to supply DC of 2V to 14V to the LED illuminating member and has a brightness control unit for controlling the brightness of the LED lamps. The LED illuminating member(110) is mounted at an instrument panel cover and comprises a lighting substrate(112) in which the LED lamps are installed. The power supply comprises a switching unit, a voltage drop transformer unit, a rectifier, and a brightness control unit.
