The vehicle has wheels comprising a disk brake (16) with a brake control input (18) for controlling the brake. A negative torque unit is constituted of a ventilator (22), a kinetic energy recuperation device (26), an air conditioning compressor (28) and light bulbs (30) and increases resistive torque of an internal combustion engine (4). The unit is controlled by a control unit constituted of voltage generator (24), solenoid valve (34) and relays (32, 36). Converters (58, 60, 62, 64) and servomechanisms (66, 68) control the torque unit and control unit based on need for the resistive torque.
