A method and a device for manufacturing a glass panel laminated with a patterned paper by a vacuum pad are provided to bond the patterned paper between the glass panels or on the back side of the glass panel even at low temperature without preheating, by using the vacuum pad and to facilitate vacuuming by a vacuum induction unit of the vacuum pad. A method for manufacturing a glass panel(10) laminated with a patterned paper(30) by a vacuum pad comprises the steps of: pre-treating an adhesive surface of the glass panel; continuously laminating an adhesive sheet and the patterned paper on the pre-treated surface of the glass panel; forming a fixing unit for the laminated adhesive sheet and patterned paper; receiving the glass panel to apply vacuum to the vacuum pad; inserting the vacuum pad into a heating chamber; applying vacuum to the vacuum pad contained in the chamber; heating the glass panel at 85±5deg.C for 40 minutes without preheating, and increasing the heating time in direct proportion to final temperature; holding the glass panel at 85±5deg.C for 40 minutes after finishing heating; and cooling down the glass panel for 20 minutes by blowing the cold air, with stopping heating.
