PPROBLEM TO BE SOLVED: To determine whether a mobile unit has stopped with high precision. PSOLUTION: A stop determining section 110 of the navigation apparatus 100 determines whether the mobile unit in which the apparatus is installed is stopping. A photographing section 111 is directed to a direction in which a change in a photographed image is caused in accordance with the movement of the mobile unit. A moving speed information acquisition section 112 acquires the moving speed information of the mobile unit. A determining section 113 determines whether the mobile unit is stopping on the basis of the presence of a change in the photographed image photographed by the photographing section 111. A correction amount acquisition section 121 acquires a correction amount for correcting an output signal from a sensor 131 for detecting the moving condition of the mobile unit on the basis of the results determined by the determining section 113. A correcting section 123 corrects the output signal from the sensor 131 using the correction amount.
