A light irradiating device to irradiate light toward a skin is provided with a casing, a light source, an electric power source button, a distance sensor and a notifying means. An opening is made in the casing, which is configured to contact with the skin and to move on the surface of a hand skin. The light source is configured to irradiate light toward the skin through the opening when the light source is supplied with electric power. The electric power source button is configured to turn on or off the supply of the electric power to the light source. The distance sensor is configured to detect a distance that the casing moves on the surface of the skin and to outputs a detection signal when the moving distance is equal to or more than the standard value. The notifying means is configured to recognize, in accordance with the receipt of the detection signal, such an event that the casing has moved a predetermined distance and to notify the event.
