A cutting drum (10) for a scarifying milling machine includes a rotatable drum (12) having a generally cylindrical outer surface (14), and a plurality of flight blocks (16) mounted onto the outer surface of the drum (12), defining a helical flight (18) extending therearound. Each of the flight blocks (16) includes a slot (26) and at least one pocket (28) formed therein. Each slot (26) is generally rectangular and adapted to receive a tool holder (30). Each flight block (16) includes a tool holder (30), having a generally rectangular body, removably mounted within the slot (26). A retainer (48) is positioned within each pocket (28). Each retainer (48) includes a planar tapered surface (50) that is parallel to and engages one side of the rectangular body of the tool holder (30) within the slot (26) of the flight block (16) to secure the tool holder therein.
