PROBLEM TO BE SOLVED: To provide a process for producing an additive to a fossil oil/water mixture fuel that causes no separation between a fossil fuel oil and water over a long period of time, permits the combustion flame temperature to rise, additionally the flash point of a water-added fossil oil fuel to lower, and no carbon dioxide in the atmosphere to increase, and to provide a process for producing a water-added fossil oil fuel.;SOLUTION: The process for producing an additive to a fossil oil/water mixture fuel comprises a step of producing a methoxy sulfuric acid, a step of producing a revitalized ester, a step of producing a monoethylene methanol, a step of producing a cycloaminoethanol and a step of sequentially mixing and stirring the monoethylene methanol and the cycloaminoethanol produced in the above steps, and ammonia or a monoethylene glycol into a mixture produced by mixing and stirring the revitalized ester produced in the above step and an oleic acid or a vegetable fatty acid. The process for producing a water-added fossil oil fuel comprises mixing and stirring 5-25% of the additive produced in the process and 50-70% of fossil fuel oil and then mixing and stirring 10-35% of water dividedly in several times.;COPYRIGHT: (C)2010,JPO&INPIT
